C<scripts::send_api_notifications> generates a notification using the notifications
system. These reports include the top 5 apps with api1 calls in them. The
report will contain this summary information for the period since the last
report was generated. We plan on sending this report once a week using a cron
job. If the cron is changed to deliver more or less frequently the reports will
contain a summary for that period defined by the cron.
